Performance Max or Search campaigns: which should you run?

When to use Google Ads Performance Max, when Search campaigns are the better choice, and how to run both without wasting budget or losing control of queries.

Key takeaways
  • Search campaigns give you the most control over which searches trigger your ads; Performance Max trades control for reach across all of Google's inventory.
  • Start with Search when budget, conversion data or creative assets are limited, and add Performance Max once tracking and assets are solid.
  • When a query matches an exact match keyword in a Search campaign, that campaign is served ahead of Performance Max.
  • Use the Performance Max search terms report, brand exclusions and negative keywords to keep it away from searches you do not want.

Should you run Performance Max or Search campaigns?

Run Search campaigns first when you need control over which searches show your ads, when the budget is small, or when you have little conversion data; add Performance Max once conversion tracking is reliable, you have good creative assets and you want reach beyond Search. The two are not rivals. Google designed Performance Max to complement keyword-based Search campaigns, and most accounts that use it well run both, each with a clear job.

Here is how we decide for clients in our Google Ads management work.

What is Performance Max?

Performance Max is a goal-based campaign type that can access all Google Ads inventory from one campaign: YouTube, Display, Search, Discover, Gmail and Maps (Google Ads help: About Performance Max). Instead of choosing keywords and placements, you give it:

  • Asset groups: collections of headlines, descriptions, images, logos and videos that Google combines into ads for each channel.
  • Audience signals: hints about who your customers are, such as your customer lists or the searches they make, to speed up learning.
  • A conversion goal, which the automated bidding works towards.
  • For online stores, a Merchant Center product feed, so it can show Shopping ads.

How do Search and Performance Max work together?

Google has a priority rule for the overlap. When a search query matches an exact match keyword in a Search campaign, that Search campaign is served ahead of Performance Max. Search themes in Performance Max have the same priority as phrase and broad match keywords (Google Ads help: About Performance Max).

In practice, that means your most important, highest-intent searches belong in Search campaigns with exact match keywords. Performance Max then picks up demand you did not anticipate and reaches people on YouTube, Display, Discover, Gmail and Maps.

  • You sell a service with clear, high-intent searches, such as "emergency plumber" plus your city. Search lets you choose exactly those terms and write ads for them.
  • The budget is small. Performance Max spreads spend across many channels, while a focused Search campaign concentrates it where buyers are already looking. Our guide to a starting Google Ads budget shows how to size it.
  • You have little conversion data. Automated campaigns learn from conversions; with only a handful a month, they have little to learn from.
  • You need tight control over wording, landing pages or the searches you appear on, for example in regulated industries.
  • You do not have good images or video. Performance Max shows ads in visual formats, and weak assets drag results down.

When does Performance Max make sense?

  • You run an online store with a clean product feed and want Shopping ads plus reach on YouTube and Display.
  • Conversion tracking is reliable and the account already records conversions every week.
  • Your Search campaigns are mature and you want extra volume without managing many separate campaign types.
  • You can supply strong assets: several headlines and descriptions, good images in the required ratios, your logo and ideally real video.

How do you keep control of Performance Max?

Performance Max is more automated, but it is not a black box any more. Use these controls:

  • Search terms report. Under the Search terms report, choose "Search terms and landing pages for Performance Max" to see the queries that triggered your ads, with their performance (Google Ads help: Performance Max search terms).
  • Brand exclusions and negative keywords. Google has added brand exclusions and negative keywords for Performance Max, so you can keep it away from your own brand searches or from searches you never want (Google Ads help: what's new in Performance Max).
  • Separate asset groups for different services or product categories, each with its own landing page, so you can see which one works.
  • Conversion goals set to the actions that matter, such as qualified leads or purchases, not page views.

Why does tracking decide the result?

Both campaign types bid automatically towards the conversions you report, but Performance Max relies on it even more, because you hand it more decisions. If your tracking counts form views as leads, it will find people who view forms. Set up GA4, Google Tag Manager and conversion tracking first, and pass real outcomes back where you can. Our analytics and reporting service handles that setup.

How should you test Performance Max?

  1. Keep your existing Search campaigns, including a small brand campaign, running as they are.
  2. Launch Performance Max with a clear budget, one or two asset groups and the same conversion goal.
  3. Expect a learning period. Google says a bid strategy's "Learning" status never lasts more than 7 days, although results can take one to two conversion cycles to settle (Google Ads help: bid strategy status).
  4. Compare cost per qualified lead or sale in your CRM, not only in Google Ads, over the same weeks.
  5. Check the search terms reports for overlap, add negatives, and move winning queries into Search with exact match.

Whichever campaign type wins, the landing page still decides how many clicks turn into customers. Our CRO and landing page service works on that side of the equation.

Frequently asked questions

Will Performance Max take traffic from my Search campaigns?

It can overlap on searches your Search campaigns do not cover exactly. Google serves a Search campaign first when the query matches one of its exact match keywords, while search themes in Performance Max compete like phrase and broad match. Check the search terms reports for both campaign types and add negatives where they collide.

Do I need a product feed to run Performance Max?

No. Lead generation and service businesses can run Performance Max with text, image and video assets alone. Online stores get the most out of it with a Google Merchant Center product feed, which lets it show Shopping ads alongside the other formats.

Can I keep my brand name out of Performance Max?

Yes. Brand exclusions stop Performance Max from serving on searches for brands you list, including your own. Many advertisers keep branded searches in a separate, small Search campaign so they can see and control that traffic directly.

How long should I give Performance Max before judging it?

Give it at least the learning period and enough time to collect a fair number of conversions, usually several weeks for a small account. Judge it on leads or sales in your CRM, compared with your Search campaigns over the same period, rather than on clicks or impressions.
